







SMM: at the 2021 (11th) China Rechargeable lead Battery Industry Summit and China waste lead Battery Recycling Industry Summit held by SMM, Zhang Shijin, engineer of Jiangxi Ecological Environment Monitoring Center, introduced the related work of the pilot project of centralized collection and transfer of waste lead battery in Jiangxi Province. He made a series of expositions from three aspects: the development of Jiangxi pilot work, the innovative highlights of Jiangxi collection system construction and its next related work plan.
Zhang Gong said that at present, the highlights of the construction of the collection system include five links: examination and approval, collection, transfer, disposal and management. In the pilot work, first of all, we need to formulate a pilot program, establish a complete recovery system, collect social-sourced waste lead-acid batteries from the collection network, collect and store the batteries collected temporarily at the centralized transfer point, and finally transport them to recycled lead enterprises together. The development of the pilot work needs to meet certain pilot conditions and construction standards, and then enter the certification process.
The examination and approval link provides relatively loose examination and approval conditions, dominated by recycled lead smelting enterprises, controls the number of centralized transfer points, and simplifies inter-provincial transfer procedures.
In the collection link, pilot units are encouraged to set up more outlets and concentrate on fewer transfer points. There is at least one for each district and city, and in principle there is only one centralized transfer point for each county and district.
The collection link is assisted by the hazardous waste supervision platform. According to the statistics of the platform, the collection of waste lead-acid batteries in Jiangxi has increased from about 15000 tons in 2019 to about 208000 tons in 2020, which has greatly improved the standard collection of waste lead-acid batteries and effectively prevented and controlled the environmental risk of waste lead-acid batteries.

Management links, increase law enforcement, strengthen assessment, exchange and discussion, strengthen exchanges with representatives of recycled lead enterprises, centralized transfer points and collection sites, establish a working group, understand the problems in the implementation of the pilot program, and study and solve them.
As for the next step of work, he said that in the future, it is necessary to increase the coverage of collection outlets, optimize the relevant functions of the information platform, expand online recycling management in the auto repair industry, strengthen law enforcement, severely crack down on hazardous waste environmental crimes, step up publicity, and supervise the standardized operation of waste lead battery recycling enterprises.
